Intellectual property is an increasingly important legal formulation in the economy and in society's digital life, and traditional forms of law struggle to keep up with constant digital transformation. This article examines the fundamental concepts of copyright that protect computer programs and lists current legal instruments that encourage public administration, such as the New Bidding and Administrative Contracts Regime (Federal Law nº 14.133/2021) and the Technological Innovation Law (Federal Law nº 10.973/2004). It begins with the foundation of São Paulo and meets Oswald de Andrade looking for a new approach to the topic, one that encourages the people of Piratininga to face the challenges of our time with the legal tools for public management of knowledge.
